Richard M. Daley capped 22 years as Mayor of Chicago yesterday with one final round of congratulations and kudos before riding off into the downtown fog in his standard Lincoln Town Car. Sun-times columnist Michael Sneed reported that Daley will set up an office at 900 N. Michigan with his son Patrick where the two, who have had an uneasy professional relationship, hope to bring some foreign investment for infrastructure projects to Chicago. Sneed also reported that Daley's post-mayoral security detail will be larger than his successor, Rahm Emanuel.

Sun-Times Details Koschman's Final Days
The Sun-Times continues its series on the death of David Koschman, who was killed by a punch thrown by Richard "R.J." Vanecko, one of Mayo Daley's nephews, in 2004. City to Privatize Recycling Program
Mayor Daley's whirling dervish-like rush to tie up loose ends before Mayor-elect Emanuel takes office continues. Various media outlets are reporting that the city has signed a 10-year contract with Waste Management to privatize the city's ... well, let's be generous and say "dormant" instead of "practically nonexistent," recycling program. Which means that we will finally see a curbside recycling program in Chicago. And given Daley's history of forcing through privatizing plans like the Skyway and the parking meters, it's going to eventually cost us.
Interim CPD Superintendent Rolling Back Some Weis Changes
Like Terry Mazany at the Chicago Public Schools, Interim Police Superintendent Terry Hillard appears to be busting some rump to leave the Police Department in a good condition for when Mayor-elect Emanuel takes office in May. Hillard is reported to be chipping away at some of the changes implemented by his predecessor, Jody Weis. Among Hillard's reversals are changes to the central command structure within the police department and moving police officers from specialized units and putting them on the street.
Daley Announces Two South Side Wal-Marts; Proposed Lakeview Wal-Mart Still Find Resistance
All Wal-Mart needs to to is build one store and they'll multiply like rabbits. Mayor Daley announced plans for two Wal-Marts on the South Side yesterday. Plans are for a Wal-Mart "Neighborhood Express" store to be built at 76th and Ashland and a Wal-Mart Express convenience store at 71st and Western similar to the one planned for Chatham at 83rd and Stewart.
